SUMMARY:
The parties requested postponement of October 15, 1999 and November 22, 1999 hearings to mediate the matter. On November 3, 1999 the hearing officer requested the parties agree to a hearing and contact the hearing officer. There has been no communication from the parties since that date.

1. The matter is dismissed.
