ISSUES:

1. Whether a Student who remained on homebound instruction, from October 199 until February 28, 2000, received a free and appropriate public education.

2. Whether homebound instruction is a change of placement made outside the IEP process.

3. Whether a Student with a severe emotional disturbance, who receives no therapeutic component, is entitled to supplementary supports and services.

SUMMARY OF THE FACTS:

A hearing was assigned on February 9, 2000. There was a prehearing conference on February 11, 2000. The first day of hearing was scheduled for February 29, 2000. The parties requested a postponement of the hearing until March 28, 2000. On March 28, 2000, when the hearing convened, the hearing officer was informed the parties to the matter had reached an agreement.

FINAL DECISION AND ORDER:

The matter is dismissed without prejudice.
